Williams said that the regulations at the end of 2000, which had included a ban on any testing in November and December, were "far too Draconian".
He explained the teams have agreed to control the amount of testing on restricted days but over a longer period that will start in late November. Williams said the attempt to control escalating cost with a blanket ban on testing had not succeeded.
Williams explained this by saying that in order to accomplish all the testing they required before the season's opening race in Melbourne, his Grove-based team had enlarged their test squad more than ever before.
"We have taken three cars and more people with six vehicles at every test," Williams said. "We have been to Barcelona for a week, to Valencia for five days, three days in Estoril and three more back at Valencia.
"The FIA cannot impose this. They have only one vote and although some of the smaller teams need to beat down their costs this is not the way to do it."
