"The teams want those photographs and they will do anything to get them," he told a news conference ahead of Sunday's Brazilian Grand Prix at Interlagos.
"That's why you have so many photographers on the pit lane because all of that information is being relayed digitally or by any other way."
Jordan said he had never personally paid for such photographs. "My team probably has," he added. "If they didn't they'd be crazy. They'd be the only ones who haven't done it."
Teams regularly protect sensitive areas of cars, such as front and rear wing structures by covering them up as soon as they stop in the pits. Screens in front of garages have also appeared over the last couple of seasons.
But the screens were absent from the season-opening Australian Grand Prix after organisers made a request for fans to have a good view.
Jordan said the problem of open access to garages was an issue yet to be resolved fully.
"The problem needs to be addressed first by the teams," he said.
"We're the only ones who can speak with people like (Formula One supremo) Bernie (Ecclestone) and (FIA president Max (Mosley) to try and implement some new code of fairness and conduct in terms of how we present ourselves in front of the garage."
