There have been concerns that stewards who officiate at races are inconsistent in their decisions over what drivers can and cannot do on the track.
The sport's governing body, the FIA, introduced a drive-through penalty for the second race of the season, in Malaysia, but then developed a 10-position grid penalty ruling for dangerous driving which was introduced for the following race.
Coulthard, however, believes that the drivers at all levels are not being treated fairly.
"We need knowledge of the rules in which we are racing and consistency from the stewards," said Coulthard today at Imola.
"There was another incident in Brazil where a Minardi and a Sauber came together and I am not aware of any inquiry, any discussion. You tend to focus on the front of the grid because that is what is getting the television coverage.
"But I thought there was an equally dodgy situation on those other two cars so I want to get some clarification on what is happening."
