Ricciardo is still out and trying desperately to improve but he's way off the pace and won't get above 13th.
Order: 1 Vettel; 2 Sainz; 3 Verstappen; 4 Hamilton; 5 Gasly; 6 Bottas; 7 Hartley; 8 Raikkonen; 9 Magnussen; 10 Grosjean; 11 Alonso; 12 Hulkenberg; 13 Ricciardo; 14 Ericsson; 15 Stroll (no time)
Stroll was able to continue after his off - but he's still not set a time.
Stroll lost the rear of his Williams exiting Turn 9 and then spun across the track, hitting the barriers on the inside and losing his front wing.
Magnussen is a full 4.332s slower than Vettel in second after going wide, but even Sainz is 2.1s slower with a clean lap.
Verstappen is told to "expect conditions to worsen" and that the "early laps are important'.
Replays show pieces appearing to come off Vettel's car as he braked at the start of his flying lap.
The track is soaking in the final sector and the pit straight.
Vettel pops in a 1m28.636s on inters while everyone else is changing tyres.
Gasly understeered off the damp track at Turn 13 - that's how tricky it was in the final sector on slicks.
And the pack, minus Vettel, piles in to switch to intermediates.
Haas tells Grosjean to evaluate the track on the out-lap and then decided to come back in for inters.
Hamilton and Mercedes appear to be slightly confused about whether he had time to do another lap at the end of Q1. "I didn't realise I was running out of time," he said. Mercedes told him he was fine, to which the four-time world champion insisted he'd crossed the line with the red lights on. He returned to the pits, no doubt to continue the saga in person.
Replays show a small plastic strip was trailing off a cooling inlet on the left-hand side of Hamilton's Mercedes, near the base of the halo.
Into Q2: 1 Vettel; 2 Verstappen; 3 Bottas; 4 Hamilton; 5 Raikkonen; 6 Sainz; 7 Grosjean; 8 Hulkenberg; 9 Alonso; 10 Magnussen; 11 Hartley; 12 Ricciardo; 13 Stroll; 14 Gasly; 15 Ericsson
Eliminated in Q1: 16 Vandoorne; 17 Leclerc; 18 Ocon; 19 Perez; 20 Sirotkin
After all that, it's a McLaren, a Sauber, two Force Indias and a Williams out.
Magnussen makes it out of the bottom five at the last minute too.
Ricciardo moves up to 11th, then Hartley immediately pushes him to 12th.
Sainz improves to fifth, Vettel is on a very quick lap in third.
Hartley, Perez, Sirotkin, Magnussen and Ocon are now in the bottom five.
