Vettel and Verstappen have both reported more debris at Turn 3 that they want tidied up.
Everyone who pitted - whether for repairs or tactics - took on soft tyres, which would give them a shot at getting to the end.
The Gasly/Ocon collision is also being investigated by the officials.
"That first corner was nothing to do with me, right?" asks Hamilton. He's told "it all happened behind you".
Vettel and Bottas have rejoined 17th and 18th after their repairs.
The next shunt at Turn 3 was triggered by Gasly clattering into Ocon as he got out of shape.
Vettel made a great start, getting a run on the Mercedes drivers but getting tucked up behind Hamilton. He then locked up and slid into Bottas.
Verstappen was one of several cars to take to the run-off when Vettel and Bottas collided, and he rejoined second.
Vettel makes it to the pits for a new front wing. Both Williams pit too. Ocon and Gasly won't make it that far, two of the three Frenchmen are out.
"Nose damage," says Vettel. "Someone hit me," says Bottas. Neither of those things are particularly breaking news.
Order after that: 1 Hamilton; 2 Verstappen; 3 Sainz; 4 Ricciardo; 5 Magnussen; 6 Leclerc; 7 Raikkonen; 8 Perez; 9 Grosjean; 10 Hulkenberg
Vettel has front wing damage, Bottas is limping back with a puncture by the looks of it.
Vettel tagged Bottas's left-rear wheel at Turn 1, spinning the Mercedes and damaging the Ferrari.
More mess further back with Esteban Ocon among those involved.
Hamilton leads the race from Verstappen, but it's chaos behind!
"Still no rain about," Mercedes tells Bottas. "These clouds will continue coming over."
Other exceptions to the ultrasoft starting plan: Hulkenberg and Perez on softs, Gasly, Ericsson and the two McLarens on supersofts.
