Kvyat has also put in a personal best lap of 1m19.234s on the C3 tyre but stays fifth.
Vettel improves his time on his first flying lap back on the circuit to a 1m18.195s on the C3 tyre.
Bottas is also out and is followed onto the track by Ricciardo, who had been on a 13-lap run before the red flag.
Red Bull mechanics were also spotted heading down towards the far end of the pitlane, and we've now had everyone else head back to the pits. That's almost conclusive.
It looks like it's for Verstappen, who we thought was doing a practice start, but isn't moving forward.
Sainz straight back on the pace and sets a time just three tenths off his best on the C4s.
Ricciardo's pace improved a little on that 10th lap, back into the mid 1m26s.
Grosjean and Bottas join Verstappen, Ricciardo and Raikkonen on track.
Sainz is back out on track around 20 minutes after his McLaren stopped on track.
You'll be shocked to hear Verstappen's latest stint is also on the C3.
Ricciardo is now into the 1m27s on his ninth lap of this C3 stint.
Ricciardo's pace is falling away on this C3 stint, his latest a 1m26.882s.
Sainz stopped on track because of a loss of water pressure - he should be out again soon.
Quick final sector from Raikkonen almost leads to a new personal best, but ends up on a 1m19.900s lap.
Ricciardo's early laps of this stint have been close to his best time, while Vettel is lapping over a second off his personal benchmark.
Grosjean's improved his time once again and makes his best 1m19.717s on the C2 tyre.

Ricciardo is back in the pitlane after just one lap, but goes straight back out.
With the McLaren out the way, shouldn't be long until the session restarts.
But the McLaren is being wheeled back up the pitlane instead.
