Vazquez grabs the lead at Turn 3 and shuffles Navarro down to second.
Kent gets a much better start this time but it's Navarro who leads into Turn 1.
The riders are off on their second formation lap of the day as the sun starts to shine on the Brno track.
The good news for the riders is that the weather is still dry and it looks like the rain will stay away - unlike in the previous race at Indianapolis where Livio Loi won in wet conditions.
The race will restart at 11.30am local time - so just under nine minutes away.
Race control have confirmed that Rodrigo is conscious and stable ater the accident at Turn 3 and he has been transferred to the Brno medical centre - that's good news.
The grid is being reformed - all the team personnel are back out on the track. When the race does get underway again it'll be a 12 lap race.
Kent's championship rival Enea Bastianini starts down in fifteenth place after a poor qualifying session yesterday.
That's good news for Danny Kent, he lost out at the original start and fell down the order to eighth place from second on the grid.
The riders are making their way back out to the grid and the race will get underway again.
Gabriel Rodrigo is reportedly the rider who was hurt. The track is now clear and he's been transferred to an ambulance.
Race control has said that when the race restarts - in original grid order - it will be run to two thirds distance, so 12 laps.
One of the riders involved in the Turn 3 incident is still down and is receiving medical attention.
There was a second crash in the pack further around the first lap that took out another four riders.
Four riders - Ajo, Suzuki, Oettl and Danilo got together as the pack squeezed into Turn 1 and went off into the gravel.
The red flag is out, there's been a crash in the pack.
Antonelli recovers the lead at Turn 3 and he's followed through by Vazquez.
In contrast to the blazing sunshine of the rest of the weekend, the weather is currently slightly overcast at Brno and there is some worry the race might be disrupted by rain. But it's dry for the time being.
Last year's winner at Brno, Alexis Masbou, starts in fifth place on the grid.
Niccolo Antonelli starts on pole position ahead of Moto3 championship leader Danny Kent.
