Vettel hinted at improving - and perhaps even going fastest - but a lock-up late in the lap means he stays fourth.
Verstappen takes third back from Vettel, while pacesetter Ricciardo tells his engineer he could've got more out of his lap.
Vettel now gets a clean lap in and goes third behind Ricciardo and Hamilton.

Vettel had a twitch through the left-hander heading onto the back straight and slewed out over the runoff.
Vettel has had to abort his first go on ultra-softs having had another little trip off the road.
Ricciardo now goes quickest with a 1m17.801s - just over a tenth faster than Hamilton.
News from Haas - Grosjean's sidelined for the rest of the afternoon after that early tyre drama.
Raikkonen splits the Mercedes with his first ultra-soft lap, he goes second with a time 0.210s off Hamilton.
"Remember on the slow laps we need either full throttle or low throttle," Mercedes tells Hamilton. "Somewhere in the middle causes power drop-outs."
Bottas improved his time on his second lap on ultra-softs too, but remains 0.367s off Hamilton.
Hamilton improves by another tenth on his second lap on ultra-softs, getting the benchmark down to 1m17.932s.
Hamilton is back in business and goes fastest on ultra-softs with a 1m18.077s, moments after Bottas had claimed the top spot briefly.
Just six drivers on track now - Hulkenberg, Ocon, Vandoorne, Hartley and the Saubers doing long runs.

Everyone has now completed a proper lap except Grosjean and Hamilton.
Ricciardo grabs the top spot from team-mate Verstappen with a 1m18.769s, 0.039s faster.
Stroll's incident came on the flick from Turn 4 to Turn 5. He just stopped the car before it trickled into the barrier.
Vettel gets out of the car and the amount of white stuff on his overalls suggests that was a fire extinguisher going off.
"The car is like a handbrake mid-corner," reports Verstappen, who's still fastest.
"Get a spare suit," Vettel asks Ferrari as he returns to the garage.
"I think it might be the extinguisher," adds Vettel, who is driving slowly back to the pits.
"Check the moving under braking at Turn 1," says Vettel, then adds "something burst" and says there's fluid on his seat.
