Ocon goes fourth now with a purple middle sector - that's some lap from the Frenchman.
Sainz goes fastest with a 1m11.177s, which puts him ahead of Verstappen by 0.019s.
Tsunoda is also within a tenth, with Leclerc and Norris completing the top five.
Hulkenberg has just clouted the barrier at Sainte Devote but gets away with it.
From the FIA: "To explain why there were loads of yellow flags during the Q1-Q2 gap, the FIA says Some Marshals were on track to pick up branding stickers that got ripped off."
Norris will be the first of the leading pack to set a time in this session, though his first sector has already been bettered by Verstappen.
Q2 is go and again, there is a queue at the end of the pitlane.
What went wrong for Perez? He had no pace throughout the session.
There was a huge amount of understeer through the final corner, which then suddenly changed to oversteer.
So the bottom five is Alonso, Sargeant, Perez, Bottas and Zhou.
Alonso pits - he is out in Q1, as is Perez!
For the second year in a row, the Mexican is out in the first part of qualifying, he can muster only 18th.
Ricciardo jumps to eighth and pushes Perez into the bottom five. Gasly rescues himself as Norris goes 10th.
There's the flag as Sargeant goes faster than Perez and into 14th. Sainz moves to third and Albon fifth.
All 20 cars on track with the chequered flag about to fly - Norris is exposed to any yellows...
Alonso is also in trouble - he is 13th and is finding traffic on his latest effort - he doesn't improve... can he go again?
Hamilton completes his latest lap and secures safety with the second best lap.
Leclerc is third, with the trio within a tenth of each other.
Here comes Perez over the line - only 14th! Under two minutes to go and there could be two big shocks.
Albon jumps to fifth and Sargeant to 12th which pushes Norris into the drop-zone.
Both Alpines have also improved, though Gasly is on the bubble.
Russell now goes fastest with a 1m11.492s.
Stroll also improves into fourth and Verstappen into third.
Hulkenberg goes third for Haas and Ricciardo 11th - that pushes Perez into the elimination zone.
Leclerc is on what could be a vital lap given he is down in 13th. Across the line he comes - he goes fastest by a tenth over Magnussen, who had just improved.
The traffic incident with Ricciardo has been noted, with Sargeant and Zhou included.
With the final runs incoming, the bottom five is Tsunoda, Ricciardo, Sargeant, Bottas and Zhou.
In the meantime, Russell has popped back into second, with Gasly fourth and Ocon sixth, either side of Alonso.
Hamilton is 13th but crosses the line and recovers to second, whilst Sainz goes fourth. the table is constantly changing.
Perez is in big trouble - his latest lap is good enough for only 15th!
Cars are pitting ahead of the final seven minutes.
Ricciardo bemoans "crazy" traffic at Massenet as he gets blocked while Leclerc struggles to 12th as he picks up some debris on his front wing.
Aston Martin has shown some speed with Alonso and Stroll up in third and fourth.
The stewards will investigate the incident between Sainz and Alnon after the session.
But Verstappen immediately beats the Mercedes - however Piastri is FLYING.
Three-tenths up after two sectors and the Australian is the first into the 1m11s.
Now the laptimes look like they will tumble.
Russell goes fastest ahead of Sainz with a 1m12.267s.
Norris comes across the line, as does Piastri, yet neither McLaren can go faster than the Haas duo!
Tsunoda goes fifth, ahead of Verstappen and Stroll.
Leclerc's first effort is about to be completed - he's four-tenths down on Hulkenberg.
Sainz and Albon have been noted for a potential impeding incident.
A 1m12.790s for Verstappen sees the Red Bull go top, only momentarily as first Magnussen and then Hulkenberg goes faster.
The times will tumble - a 1m12.416s the current benchmark.
Here comes Hamilton as the first of those running two prep laps and he goes fastest, with Russell slotting in behind Tsunoda and Sargeant.
The first laps are seemingly prep laps for much of the pack as the RBs and Norris set laps straight away.
Tsunoda is top as it stands.
Monaco Grand Prix qualifying is go! Hamilton leads Russell and the rest of the field out of the pits.
Three minutes to go before the green light shines but a queue is already beginning to form at the end of the pitlane.
The weather is as close to perfect as you could dream for - blue skies and sunshine.
A noticeable trait of Leclerc's form earlier was that he was able to set a flying lap straight away, rather than waiting for a second lap to find his best.
That could be critical in qualifying, with the chance of yellow or red flags higher than most tracks on the calendar.
Some parish notices before qualifying - Norris and Verstappen have been reprimanded and warned respectively for minor violations in final practice.
