Hamilton told his deficit is "mainly straightline speed to Vettel".
Current order: 1 Vettel, 2 Leclerc, 3 Hamilton, 4 Verstappen, 5 Albon, 6 Bottas, 7 Gasly, 8 Sainz, 9 Giovinazzi, 10 Kvyat, 11 Stroll, 12 Perez, 13 Grosjean, 14 Magnussen, 15 Hulkenberg, 16 Norris, 17 Raikkonen, 18 Russell, 19 Ricciardo, 20 Kubica.
"You may see some spots of rain on your visor, but there is nothing serious around at the moment," Hulkenberg is told.
"My steering wheel is turning to the right on the straight," reports Kvyat, who is 11th, half a second down on Gasly. Both were confirmed as Toro Rosso 2020 drivers earlier this week.
The top six is now what it usually is - two Ferraris, two Mercedes, two Red Bulls. Despite his earlier moment, Gasly is best of the rest in seventh. No soft-tyre running from anyone yet.
Vettel now overhauls Leclerc courtesy of a session-best second sector. The benchmark is now down to a 1m09.570s.
Leclerc now jumps ahead of Hamilton with a 1m09.820s, while the Mercedes man's second proper attempt is marginally slower than the first.
Replays show Gasly had a pretty major snap while navigating the Turn 2-3 complex, and had to take to the run-off inside Turn 3.
"Downshifts very very aggressive, very poor," Hamilton reports.
Hamilton pips Verstappen by a tenth with his first effort on mediums. Leclerc, also on mediums, ends up 0.359s slower in third place despite a session-best first sector.
It's a properly busy track now, with 18 cars of 20 lapping - only Ricciardo and Kubica are absent, and the latter is obviously done for the day.
Three purple sectors from Verstappen on mediums, and he takes over in P1 with a 1m10.051s. Albon - who had topped FP1 but crashed at the very end - is seven tenths slower with his first effort.
Norris also had "too much air coming through" his helmet, so he's had a rather annoying start to his FP2.
The session has restarted, with Verstappen leading Bottas back out onto the track.
Current order under red flag: 1 Bottas, 2 Sainz, 3 Giovinazzi, 4 Norris, 5 Ricciardo, 6 Grosjean, 7 Raikkonen.
Make it more the entry of Turn 3 - he's lost it over the entry kerb while trying to navigate the sweeping left-hander, and impacted against the outside barriers with the left side of his Williams. The car's not in great shape at all.
The Polish racer is swiftly out of his car, which has a lot of damage to the front and left rear. He must've lost it exiting Turn 2.
"Is my throttle pedal sticking at all? Around Turn 2, check the throttle - I just felt like I was trailing in or something," Norris reports.
Bottas now goes top, posting a 1m10.812s on hards. Sainz slots in between the Finn and Giovinazzi.
Antnonio Giovinazzi, freshly re-signed for 2020, does a 1m11.744s with his first attempt, which is the best lap of the weekend by over four seconds.
Bottas is the first among the usual frontrunners to head out, doing a practice start on pitlane exit. Usually the Mercedes pair leave it later to join the action in FP2, but not today, for obvious reasons.
The FP2 timer has begun to count down, and we immediately have the likes of Giovinazzi, Norris, Raikkonen and Grosjean take to the track.
The risk of rain for this session is estimated at 30 percent. Track's dry now, and 30 percent isn't too bad, but you'd still imagine teams will be extra keen to get some running in as soon as possible.
One driver change compared to FP1, as Robert Kubica slots back into his car instead of Nicholas Latifi to begin his penultimate weekend as a Williams driver in earnest.
And welcome back. FP2 is coming up now at the Autodromo Jose Carlos Pace in Brazil, and will hopefully offer more representative running than its rain-affected counterpart from earlier.
