Roberto Merhi is to move to Mucke Motorsport for the 2010 Formula 3 Euro Series.
The 18-year-old Spaniard drove for Manor in his debut season in the category this year, finishing seventh in the standings.
Although ART has dominated the Euro Series in recent years, Mucke's Christian Vietoris was the closest challenger to ART's champion driver Jules Bianchi in 2009.
Merhi is determined to break ART's stranglehold and believes that if he does so it will prove he has Formula 1 potential.
"My objective is to become the first Spanish F3 Euro Series champion, and also the first driver in seven years that achieves the title with a team other than ART," he said.
"I know that it will be a difficult business, because the level of the grid will once again be the highest at this level in the world.
"But the prize, if I achieve it, will propel me to Formula 1, that I can say with total confidence. That is the dream that I have been working to achieve for so many years."
Merhi's 2009 squad Manor is expected to focus on the new GP3 series rather than F3 next year.
