Hamilton isn't improving on his second lap so far (not surprisingly really as attempt one was huge).
There's some racing for position going on on the out-lap, as Raikkonen passes both Bottas and Hamilton. Bottas is also passed by Hulkenberg.
A very confusing message from Vettel: "Try next time to get me a good out-lap, and notice that the Mercedes are a lot slower than us".

"Pretty disconnected. First three corners was losing the rear, then losing the front [in] middle sector," Ricciardo said. Red Bull tells him his car will be reverted to how it was earlier.

Raikkonen didn't exactly ease off in that lap - he was clearly pushing even in the final sector, with a major wobble at one point.
