IndyCar adds safeguard system after Milwaukee restart penalty error

IndyCar has introduced an additional safeguard for adjudicating restarts in an effort to reduce the likelihood of a repeat of the penalty issued erroneously to Ganassi's Scott Dixon at Milwaukee last weekend
